With the patch you can register any Winrar. So if you want to have winrar in another language just download the trial version from their website and apply the patch.

The installation is simple. Frist install winrar and then just apply the patch. You can also install themes that will modify WinRAR icons. Just open them with winrar and they will be automaticly installed.
