C:\Documents and settings\(username)\My Documents\

You will see the folder "GTA San Andreas User Files"

If you have WinZip or WinRAR, compress the "GTA San
Andreas User Files" folder to save it, or simply move
the folder out of My Documents.

Copy the folder included here to "My Documents" and
start the game, then load the saved game "Big Smoke"

into more than $100,000,000 by going on the arcade
type horse racing gambling machine in the "Inside
Track" betting shop.

If you do type cheats in to get more money, it can
affect the rest of the game. With this saved game
it is important to remember that NO CHEATING HAS
BEEN DONE - the $100+ Million Carl has was all won
fair and square in the betting shop.
