Silent Hill 2 é um jogo magnificamente independente com "começo meio e fim", sem nenhuma ligação com o primeiro da serie.
James Sunderland perde sua esposa por uma estranha doença. Durante esse tempo sua vida parece não ter tanto sentido, até receber uma carta assinada por Mary (sua falecida esposa) dizendo está viva em um lugar especial. James na esperança de encontrar sua esposa viva corre em busca da amada. O lugar especial é Silent Hill.
Nesse jogo fica claro que Silent Hill é uma cidade das ilusões, uma cidade onde reside tudo que você tem medo. Onde uma mente inocente não tem nada a temer porque o medo vem com o tempo, ninguém nasce com ele.
